The Ministry of Finance preliminary estimated the volume of federal budget revenues for January-June at 12.3 trillion rubles. This is 12% less than in the same period last year. The volume of expenses for the six months of 2023 amounted to 14.9 trillion rubles. (growth by 19% year on year). The deficit for the first half of the year amounted to 2.595 trillion rubles. Thus, in June the deficit decreased by 816 billion rubles.

As noted in message Ministry of Finance, non-oil and gas revenues of the federal budget since the beginning of the year amounted to 8.999 trillion rubles. (growth by 17.8% year-on-year). Oil and gas revenues, on the contrary, decreased by 47% and amounted to 3.382 trillion rubles. The agency attributes this to a high base last year, as well as a decline in Urals oil prices and a reduction in gas exports.

In June, revenue growth amounted to + 29.8% year-on-year, and in terms of key non-oil and gas revenues, as the agency notes, there is a steady positive trend.

“The use of NWF funds to cover lost oil and gas revenues in accordance with the parameters of the budget rule ensures the stability of the budget system against fluctuations in the flow of oil and gas revenues,” the Ministry of Finance said in a statement.

The data published by the Ministry of Finance testify to the reduction of the federal budget deficit. According to the results of January-May, he was RUB 3.411 trillion Revenues for this period amounted to 9.818 trillion rubles. In 2022, budget revenues were at the level of 27.6 trillion rubles, expenditures were 29 trillion rubles, and the deficit was approximately 1.313 billion rubles. According to the forecast of the Ministry of Finance, in 2023 the deficit should have amounted to 2.9 trillion rubles, in 2024 – 2.2 trillion rubles, and in 2025 – 1.3 trillion rubles.
