The government will increase the recycling fee for all cars and other categories of transport from August 1. The increase will affect both legal entities and individuals, including those importing cars “for personal use”. Moreover, the collection from citizens will not be uniform, as it is now (3.4 thousand rubles), but differentiated depending on the engine size. And buyers of powerful imported cars will face a radical increase in costs: for the import of a car with an engine from 3 to 3.5 liters, you will have to pay 970 thousand rubles, over 3.5 liters – 1.2 million rubles.

The government published the change in coefficients (.pdf), which are used to pay salvage fees, and for the first time divided the amount of the fee for individuals depending on the purpose of importing the car. The document will come into effect on August 1, 2023. Changes to salvage rates are published for the first time, without public discussion. Previously, the fee for agricultural machinery was increased in a similar way.

The salvage fee for new cars with an internal combustion engine will increase for legal entities up to 3.7 times – the maximum increase is set for cars with an engine from 3 to 3.5 liters, and the amount of the fee will be 970 thousand rubles. instead of 259.6 thousand for each car.

For cars with an engine over 3.5 liters, the tax increases by 2.8 times, to 1.2 million rubles. (now 445 thousand rubles). Moreover, similar rates for cars with an engine capacity of more than 3 liters will begin to apply to individuals, regardless of whether they imported a car for resale or for personal use. Previously, the fee for individuals was the same for all cars and amounted to 3.4 thousand rubles.

Sergey Udalov from Avtostat notes that cars with an engine of 3 liters or more are premium brands. “On the one hand, here the marginality of transactions is higher, and the price sensitivity is lower, on the other hand, this is a conditional “tax on the rich”,” he continues. The expert adds that, despite the high capacity in physical terms of the mass budget segment, in terms of money it makes up about 1% of the market, so it is the premium that gives the volume of funds.

Now 3.4 thousand rubles. only those individuals who imported a car with an engine up to 3 liters or an electric car, and they were registered on them within 12 months after import, will pay for the import of a new car.

At this rate, you can import no more than one car per year, otherwise the amount of salvage tax paid for each car is equalized with the tax for legal entities. Note that dealers have already expressed concern that such changes for individuals will cause, in particular, an increase in sales of cars by proxy.

Rates for passenger cars with internal combustion engines are also increasing for other categories. Thus, they grow the least (by 68.5%) for cars with engines up to 1 liter and up to 2 liters – up to 81.2 thousand and 300 thousand rubles. respectively. For cars with an engine from 2 to 3 liters – three times, up to 844 thousand rubles.

Earlier, the head of AvtoVAZ, Maxim Sokolov, who actively insisted on the need to increase the scrap collection since the beginning of the year, said that the tax on the categories of cars produced by AvtoVAZ would increase to just 300 thousand rubles.

The buyer of AvtoVAZ products will not feel the increase in the scrap fee: for cars produced in the Russian Federation, the scrap fee is compensated depending on the level of localization, and the bar is focused on Lada cars, so the increase in the scrap fee will not directly affect the price.

The utility fee for electric vehicles will grow 11 times, up to 360 thousand rubles. At the same time, for individuals – regardless of the purpose of import – it will remain 3.4 thousand rubles.

In addition to passenger cars, the fee is also increasing for trucks. At the same time, for truck tractors with a carrying capacity of 14 to 20 tons, the increase will be 1.7 times, but for such vehicles of the Euro-6 environmental class, the Ministry of Industry and Trade and the Ministry of Transport will determine quotas, for which the old fee calculation coefficients will continue to apply.

As wrote “Kommersant” July 5, the auto industry plans to receive half of the funds that will go to the budget after indexation, for state support of the industry. Minister of Industry and Trade Denis Manturov in an interview “Interfax” has already announced that the program of preferential car loans will be extended this year and will continue for the next. Under the program, a number of categories of citizens can receive a discount on an advance payment on a loan for cars worth up to 2 million rubles. AvtoVAZ has traditionally been the beneficiary of this measure.

The Ministry of Industry and Trade indicates that the increase will not lead to an increase in prices for domestic cars. However, this will affect everyone else, including because of the shortfall in compensation for local production – for full ones, a level of localization is needed, which only traditional Lada models reach now in the passenger segment. Dealers already warned of rising costs and prices due to the rise in the exchange rate. Sergey Udalov notes that the general increase in the price of cars will have a faster impact on the segment of alternative imports of individuals and legal entities, while distributors will raise prices more smoothly.
