State Duma to decide in July to ban gender reassignment – Kommersant

State Duma Speaker Vyacheslav Volodin said the lower house of parliament would decide on a bill to ban gender reassignment in July.

“Three years ago, the citizens of Russia voted for a constitution that protects “the institution of marriage as the union of a man and a woman.” A year ago, laws were passed to ban propaganda of non-traditional sexual relations, LGBT, pedophilia. During July, we will make a decision to ban gender reassignment,” Mr. Volodin wrote in Telegram.

The law banning sex change at will (this applies to both primary and secondary sexual characteristics) was adopted by the State Duma in the first reading on June 14. The document allows for sex reassignment surgery only for the treatment of congenital anomalies of sex formation in children, but only after the decision of the medical commission of a federal state institution. The amendments also prohibit registry offices from correcting documents based on gender reassignment certificates issued by medical organizations.

Viacheslav Volodin said earlier that the lower house of parliament could consider this bill in three readings before the end of the spring session (until July 30). The authors of the bill are almost 400 deputies from five factions. Sources of “Kommersant” in the State Duma said that the bill was developed due to the increasing cases of providing certificates of sex change by deviators from the army.
